I am a bit confused right now. Is it not the case that the G is the Gesetz zum Schutz von Geschäftsgeheimnissen/Trade Secret Protection Act? If so (?), how can it then be the case that the "G/Act was adopted as Art. 1 of the G/Act"? See context provided.

I mean is that not like a cat biting off her own tail?
