Hello again,

This term query revolves around dealing with trade secret disputes. The legal procedure for the latter is laid down, if I am following OK, in the actual Trade Secret Protection Act.

Could this mean, padded out a bit and elaborated on, something along the lines of "Ermächtigung [der Landesregierungen] zur Durchführung von rechtsgestaltenden Handlungen im Wege der Verabschiedung von Rechtsverordnungen zur Zuweisung von anhängigen Rechtsstreitigkeiten [an ein Landgericht, Landesjustizverwaltungen und zuständige Gerichte eines anderen Landes]?

If so, how would you translate this? Any more elegant, i.e. concise yet still meaningful approach to, like, sorting the term in question is also most welcome.

The trouble is, the way I look at it, is that just putting "Authorisation to enact Staturory Instruments" does not mean much as the State Governments in this country should probably be authorised to do that by statutory and constitional default, shouldn't they?

The "zur Durchführung von rechtsgestaltenden Handlungen" bit is actually superfluous to requirements but might possibly ease comprehensibility a bit (?).
