Es handelt sich um offensichtlich ein Betrugsdelikt.
Der Kontrolleur befindet sich bildlich gesprochen im Lager der Verkehrsbetriebe, d.h. in seiner Eigenschaft als Angestellter („arbeitsrechtliches Näheverhältnis“) der Verkehrsbetriebe ist er für die Wahrung der Vermögensinteressen des Geschädigten (des Verkehrsbetriebs) verantwortlich. Durch das betrügerische Verhalten des Schädigers sollte erreicht werden, dass die Kontrolleurin ihrer Obhutspflicht nicht nachkommen konnte.
Der fragliche Satz sehr vereinfacht ausgedrückt:
"Sie haben versucht, die Verkehrsbetriebe, vertreten durch die dort angestellte Kontrolleurin, durch Vorzeigen einer ungültigen, abgelaufenen Icard zu täuschen und auf diese Weise unentgeltlich befördert zu werden."

What made it so very confusing at first was that you changed the wording of the original sentence in your question instead of leaving it as it was -- as soon as you'd posted the extra context, and with a little further research, the matter became much clearer.

Why the fact that a ticket inspector standing around in a depot while the accused is trying to dodge the fare riding on a bus out in the streets should be of any relevance in a court case just didn't make any sense...

But I wholeheartedly agree with philgoddard -- even for legal speak, this is an unnecessarily long-winded and pompous way of expressing the fairly simple matter!!!

I don't think Lager means depot. In Beermatt's second reference, it appears to mean "camp", ie "side", as in "opinions are divided into two camps". I think it's a roundabout way of saying she is giving evidence for the plaintiff, and "aufgrund eines arbeitsrechtlichen Näheverhältnis" could simply mean "as an employee". Bear in mind that the whole tone is pompous and legalistic.

Adrian MM got it partly right in his answer with his

"by dint of a proximate relationship in employment (AE: labor law) terms".

However, the ticket inspector isn't physically present at the bus depot, but legally speaking she's a witness for the plaintiff:
"sie steht im Lager der Verkehrsbetriebe" (i.e. the plaintiff).

Yes Phil. I think it is an unnecessarily complicated way of saying she was doing her job! :). I have asked the customer and they think Lager is Depot here. Whoever wrote it does not do straight talking!

That's a lot of words to say something very simple - it must have been written by a lawyer.
Could it be that she was employed by someone other than the Verkehrsbetriebe, perhaps an independent contractor, but can be regarded as their agent for the purposes of this case?

It might help to know what it says before this - why does it say "jedoch", and why are they in the "Lager"? I would have thought "Depot" would be more common.

Um bei der aufgrund eines arbeitsrechtlichen Näheverhältnis im Lager der Verkehrsbetriebe stehenden Kontrolleurin jedoch die irrige Vorstellung zu erwecken, Sie seien zur Beanspruchung der Beförderungsleistung befugt, zeigten Sie dieser eine bereits seitdem 30.11.2019 abgelaufene und damit ungültige sogenannte lCard vor, um nach Ihrer Vorstellung zu erreichen, dass die Kontrolleurin es unterlassen wird, ein Entgelt für die von Ihnen beanspruchte Beförderungsleistung geltend zu machen.
