I am pretty sure it means that a tax notice received was checked and found to be OK, meaning the notice reconciles with the tax return submitted. This is a standard check carried out by tax accountants, whether or not the return submitted by them reconciles with the tax assessment notice. A corresponding stamp imprint "o.O." would in my opinion amount to "Reconciled" as that would confirm that the notice corresponds to the return or whatever other legal instrument and there are no deviations.
