Dafür hätten einfach die verfügbaren Einsatzkräfte nicht gereicht, heißt es in dem heute vorgelegten Bericht zu den Anschlägen vom Juli vergangenen Jahres.

Can somebody help explain the gramar of "Allerdings sei zum damaligen Zeitpunkt ihre Identität noch nicht geklärt gewesen"?
