I would be happier if I had the previous sentence because when I used to interpret this sort of stuff, I would usually run the two sentences into one.

i.e. I see that there are XXXX people signed up for the proceedings, an encouragingly high number that shows the importance of this event

but of course I don't know what comes before and that is only an example
