I'm assuming that this is what is implied because normally you have a dog for life and a 'Zweithalter' would not enter the equation.

disagree  Cetacea: Again, not the same thing. The primary owner of a dog may not be its "Ersthalter" because he/she picked him up at a shelter. The "Ersthalter" simply is the first person to own a particular dog.
