It seems a bit rockily formulated, since when the papers are procured, then they needn't be drawn up or drafted. In the case of a poor source document, I would then suggest filling in/completing, etc.

I see this a bit differently; I trhink the hazards officer is reponsible for procuring the documents and disseminating the information they contain to the relevant parties; 'Einarbeitung' here means ' incorporating the info these contain into the environment and consciousness of those who this information effects.

Der deutsche Satz ist tatsächlich etwas verwirrend formuliert.
Es steht dort zwar korrekt "die Beschaffung der notwendigen Dokumente", müsste aber weiter "Einarbeitung IN DIE notwendigen Dokumente" heißen. Hier wurde vermutlich versucht, alles möglichst kurz zusammenzufassen. Grammatikalisch korrekt ist es aber nicht.

In an IT context, the term for adding data to an information system in German would usually be "einpflegen" rather than "einarbeiten"

That covers the most ground. Integration/incorporation/dissemination are all to specific because we don't really know what exactly is meant with Einarbeitung. But procurement and processing is a standard procedure anywhere.
