It's slightly ambiguous. If the product manager and technical project manager are two people, it should say "leads". You wouldn't normally refer to two people as the lead, but maybe because the writer is German they don't know that.

agree  Thomas Pfann: Only slightly ambiguous (if at all). It's unlikely that this describes two persons. Even in German 'Lead' is singular and 'Leads' is plural. "Der Produktmanager und technische Projektleiter" is likely to be just one person.
