Explanation:
Several entries from my Quality Managment Glossary, terminology mainly taken from ISO 9000 standard family and VDA 6.1 some yoears ago. Note: Even the standards have been modified during that time (wie have now only ISO 9001:2008), the terms are still in use.

Anmerkung: 'approval' und 'release' sind miteinander verzahnte Tätigkeiten. Zuerst muß das Dokument vom Verfasser unterschrieben (signiture) werden und dann dem Chef zur Genehmigung vorgelegt werden, der es durch seine Mit-Unterschrift genehmigt (approval). Durch Veröffenlichung wird es dann freigegeben.
Etwas anders ist es bei der Freigabe von Teilen. Diese werden geprüft, ob sie den Anforderungen (die in entsprechenden freigegebenen Anweisungen zu finden sind) entsprechen und durch Unterschrift im Begleitdokument freigegeben werden. Man spricht dann von 'release'.

A Special Permit sets forth alternative requirements, or variances, to the requirements in the HMR. Federal hazardous materials transportation law authorizes PHMSA to issue such variances in a way that achieves a safety level that is at least equal to the safety level required under Federal hazmat law or is consistent with the public interest if a required safety level does not exist. An approval is written consent, including a competent authority approval, from the Associate Administrator or other designated Department official, to perform a function that requires prior consent under the HMR.
