finished scouting out spaces
Explanation:
It probably means the vendors finished surveying the available space.

Compare with this:
"Letty and gallery manager, Caroline Stover-Sickmen will also be scouting out spaces to do the Small Works Exhibit for 2017." http://www.lettynowak.com/blog/P5

Or metaphorically: they're staking out their claims, positioning themselves on the market

already surveyed the scene

Explanation:
Agree with Irene that this is 'fire department parlance' tied to marketing blurb.
Also, using the word 'finished' would be entirely optional.

Fire Rescue
"A scene survey is vital for any type of call that the fire department responds to."

Fire Engineering
"Historically, “survey the scene” was a yes/no activity done while approaching the incident scene."

have performed a reconnaissance (recon)

Explanation:
The article is using the same vocabulary that is used to describe the procedure firefighters follow, when called to a fire.

'Reconnaissance is a term that is used by the military as a part of their overall strategy. Reconnaissance means the process of getting information about enemy forces or positions by sending out small groups of soldiers or by using aircraft. In doing this, the military can pinpoint its efforts in a more concentrated manner. The fire service has adopted this principle with relation to fire attack. If we can gather information about our enemy’s position, we can also pinpoint our firefighting efforts in a more concentrated manner. Reconnaissance should occur when we first arrive on scene. Certainly, reconnaissance is a part of our size-up process, but it is not going to take place continually. The truck company that arrives on scene will break up into smaller teams; one team will go inside and the other team will take care of the outside. Within these two groups are tasks that must be completed. A part of those tasks will be to conduct a reconnaissance of the structure and situation. This information will be relayed back to command to be processed. With this information, the IC will be able to direct the other resources at hand to mitigate the incident effectively.'
