This refers to a cardboard label in an upside down 'V'-shape, which is often stapled on to the top of cellophane bags containing chocolates or sweets.
There is no sentence for context as it appears in a list of specs for a packaging company.

There seems to be a difference between "ruiters" and "kopkaarten": "Geen dure kopkaarten nodig" (No need for expensive headers). Headers are usually in full-color print whereas "tabs" are not... probably the ST is inaccurate...
