Vor diesem Hintergrund muss die Sachverstaendige Empfehlung wie aufgefuehrt ausfallen. Damit wird nicht der Beduerfnislage der Kindesmutter, sondern einzig der des jungen Kindes entsprochen.

: Sounds fine to me, whereby I would replace "must" with "(to)" and omit "as" for this particular query. I know, I know... I'm being pedantic. ;-D

: I agree with your meaning, but would suggest that the sentence is rewritten slightly to sound more natural in English: it must be completed/carried out/presented as specified.

Probably a rephrasing would work, e.g.
...in (the) light of ... the recommendations as listed (/elaborated...) are the only reasonable ones to make
/ The recommendations as given are the only possible ones, given the circumstances (of the case... etc.)
(With all due deference to specific vocab., this is not my field of expertise)

Discussion
The selection between these two words is the psychological expert's choice. Though aufgefuehrt does mean 'listed' or 'mentioned' besides 'performed'.
