German term or phrase: über die Kriegserlebnisse hinaus
Speaking of Afghanistan and Sri Lanka:

In beiden Ländern lag – über die Kriegserlebnisse hinaus – die innerfamiliäre körperliche Gewalt wesentlich höher als in politisch stabileren, westlichen Ländern.

The queried phrase seems to mean "beyond" or "aside from" the experiences of war. But that doesn't make sense, because the whole point is the interconnection among war and domestic violence.

Thanks, and happy new year!

beyond (see sentence below)
Explanation:
Beyond the experiences of war, the intra-familiar violence in both countries is considerably higher than in politically stable western countries.

I understand it to mean that not only the war, but political instability contribute to violence within the family.

sorry, just noticed a mistake: it's intra-familial (or intrafamilial), not intra-familiar

agree  Eleanore Strauss: Sentence is good, 'intra-familiar ', although correct, is not a conventional term. In conventional usage you would use 'intra-family'. E guets neues to Switzerland. Glad I've joined this community.
