German term or phrase: Beschwerdeniveau
This term is used frequently in this article, but I can't convince myself that "complaint level" is really English in a psych context. For one thing, in English it strongly evokes a legal complaint or a whining child! Sometimes "symptom" is used for Beschwerde, but that I'm not sure whether that is OK here (e.g., "intensity of symptoms").

When I do a Google Scholar search for "complaint level" + psychology, I come up with only 218 hits, and if I subtract from that the word German and the names of the major European psych publishers (Springer, Elsevier, Karger), I end up with only about 100 hits. (Knocking out "Norway" brings it even lower!)

Aufgrund der Schwere der Symptomatik der Patientinnen konnte der berufliche Wiedereinstieg erst nach einer ersten Reduktion des Beschwerdeniveaus und einem Aufbau von bestimmten Fertigkeiten, die am Arbeitsplatz benötigt wurden (unter anderem soziale Kompetenz und Problemlösen), erfolgen.

Thanks!

to avoid repeating "reduction" in that sentence you could maybe use "alleviate/ initial alleviation"

Okay. Now that I've been informed what this is really about, I am inclined to take another stab at Susan's sentence:

"Due to the severity of the symptoms experienced, patients were unable to return to work until their overall level of discomfort (overall discomfort level) was reduced and…."
