This is a label on a graphic. The only translation I find for Hochregulation is "upregulation," but it pertains to chemistry and neurochemistry, which this article is not concerned with at all. The article talks a lot about "emotion regulation," and also about how some depressed people cultivate their own sadness, for various reasons, such as distancing themselves from other people.

Explanation:
What you said about upregulation holds for Hochregulation as well: the author has only borrowed it for his/her context.
A possible motive may be the assumption that all emotion is caused by meditators, receptors and electrical activity in certain brain regions – hence, an "upregulation" of sadness is equivalent to an underlying "upregulation" of chemicals and electrical activities.
