Explanation:
I am answering this because I am also an Able-Bodied seaman in the USA and have gotten positive feedback on maritime answers.
I could use a bit more context. Why exactly was contact attempted with the other vessel?
I am assuming "Call for Assistance" cause "Distress Call" is too strong and implies the vessel is in danger of being lost. Police matters at sea would fall under the realm of the Coast Guard.

agree  hazmatgerman (X): Die Schiffahrtspolizei here is the actual official who sits in the regional control centre monitoring traffic, rather than the crew on board the "Küstenwache" vessels. There is no integrated C.G. in Germany as there is in the U.S. Best.
