Is there a specific sociological term that would apply here? In IT, Sicherungsauftrag seems to apply to backup
systems.

This rather jargon-ridden text is about social workers dealing with people who get into trouble with the law. I believe "Sicherung" means ensuring that they don't commit similar offences in future, and become law-abiding members of society. So you could translate "Resozialisierungs- und Sicherungsauftrag" as "rehabilitation and reform".

The "Sicherungsauftrag" is an overall mandate of a society, similar to "Erziehungsauftrag" in the meaning described here: https://de.wikipedia.org/wiki/Erziehungsauftrag

There is lots of room for the work of a social worker in this context - as mentioned in literature as well.

Having said that, there are probably nicer-sounding words than "incapacitat" (which I think is technically correct because it is in the literature" you could use for your translation that would express the same. Just as a doctor does not have to say "cancer" to a patient but can use a more appeasing word.

In terms of the emphasis on rehabilitation, I think that both aspects of the Correctional Service of Canada's dual mandate of safe custody and preparation for release start on the first day of the sentence, so engaging somebody in the array of programs and opportunities that will prepare them for safe release back to the community is very important.
