I agree with Johanna, the context here is that a disability, under certain conditions, can be legally elevated and put on the same legal footing (= gleichstellen) as severe disability, giving the recipient special protections in the workplace. Unfortunately, in English, you don't talk about equalized disability, only about equalized (disability) benefits.
