One could be for his time as a surveyor, the other for the services provided - site survey, preparation of plans and maps, processing survey data, checking for contamination, ground penetrating radar and similar.

I assume that there is some kind of "recipe book" that defines all the services a surveyor may provide and what can be charged for them - like the HOAI for architects and BRAGO for lawyers and solicitors.

There isn't an equivalent for -wesen in English. In GER it denotes the profession or discipline, especially in the formal sector. In English one would just say "surveying".
