I can't get the syntax in this sentence:

Insofern es Überschneidungen in den Geschäftsbereichen zwischen Festnetz- und Mobilnetzbetreibern gibt, kann es dadurch auch zur Übertragung von Marktmacht in die Festnetzmärkte (bzw konvergente Märkte) kommen, indem Gespräche zu Festnetzen durch netzinterne Gespräche (zB SIM-Gateways, VPNs) substituiert werden und indem die speziell konstruierten On-Net-Tarife bewirken, dass Gruppen, die viel Verkehr untereinander abwickeln, geschlossen zu einem Mobilbetreiber wechseln.

What I have is something like this:
Insofar as there are overlaps in business domains between fixed-network and mobile-network carriers, there can also be transmission of market power to fixed-network markets (and/or convergent markets), with calls on fixed networks being replaced by net-internal calls (e.g., SIM gateways, VPNs), and with specially designed on-net tariffs taking effect, which groups that have a lot of traffic among themselves, closed to a mobile operator....

But I can't figure out how or where the "wechseln" fits in!
