I would think this refers to what has (or has not) been done with the ends of the yarn. In a properly knitted scarf you don't tie them but weave them in, so maybe this is why this stands out as a quality problem.
I don't think it refers to the way the knit stitches interlock, because that would be a "Webfehler", which is already mentioned.
But of course without more context it is difficult to be sure...
