pants hem or trouser hem Explanation: The bottom edges of pants, trousers or shorts is hemmed so that the fabric does not ravel during wear and washings. The fabric at the lower edge is folded up and tacked into place with fine stiches. A pants cuff, at least in the U.S., involves folding the lower edge of the fabric twice, first inwards and then again outwards. Sorry this explanation is not the clearest. My point here is that a cuff and hem are different.
