Explanation:
I have the same term from German (a work clothing catalog). I translate from german into romanian, but in english i would try to adapt it as neck label. please reply if you used another term. Thanks and good luck!

having found this picture (on page 46 No. 812) it would appear to be a neck label

neutral  freekfluweel: on page 43 it says: Necklabel. Could it be that "koller = collar" and in this case it's a bit "thicker" than a normal stitch, like it's double-folded...

  -> if you look at t-shirts no.s 281 and 181 it is definitely the label (and the t-shirts don't have a collar), but it's only a suggestion as I couldn't find anything else
agree  Trude Stegmann: Looking at the pictures in your link, "Leasingkoller" seems to be a) a precise technical term, not a spelling error b)very specifically aimed at the tiny label to the right of the firm's "performance neck label" (p.15).
