As an aside, if culture were used for some reason, it should be "culture of":

It gets even worse, I guess. Just take a look at what the Deutsche Weinakademie found out when asking people about Weinkultur:

It's a very versatile word, to be sure, but most of it has little to do with any of the answers (although I agree with Thomas regarding the first sentence).

Besides, we already have a word for wine tradition in German. You guessed it, it's Weintradition: https://freyburg-unstrut-weine.de/deutsche-weintradition

Here's another link that will turn the suggestion on its head:
"...ohne wirkliche Anreize zur Steigerung des Niveaus zu geben, so dass die Erzeuger, losgelöst von jeder Form traditioneller Weinkultur..."

I wish you had left this Q open for 96 hours. I wasn't really here this week and these kinds of answers and agreements make me hopping mad.

Why? Because they weren't posted based on any German definition but based on what "sounds nice" or "could fit in this context." Ever read a translation that sounded great but had little in common with the source document? That's what happens based on these kinds of guesses.

Just to give you two examples of what I mean. First:

You wouldn't translate "wine tradition" in this article into German by using Weinkultur.

Second is even better and it's about Franconia:
"Die fränkische Weinkultur hat mit einer über 1200-jährigen Geschichte eine große Tradition."

So, Franconia has a long tradition of having a tradition?

"...as to whether there is such a thing as..."

This is something the Duden will confirm. Kultur has two principal meanings: one is culture, the other is cultivation (see above).
