In öffentlicher Trägerschaft sind Einrichtungen, die von kommunalen Trägern unabhängig von ihrer Betriebsart unterhalten werden. Hierzu gehören kommunale Betriebe in privater Rechtsform (z.B. GmbH), kommunale Eigenbetriebe sowie Regiebetriebe der kommunalen Verwaltung. Sonstige öffentliche Träger können z.B. der Bund, ein Land, ein höherer Kommunalverband oder eine Stiftung des öffentlichen Rechts sein.
