Je pense qu'ici le terme d'Ausländer recouvre en fait l'un peu vieillot (et limite incorrect aujourd'hui) "Gastarbeiter", donc parler d'"étrangers" (i.e. pour le lecteur parisien par ex. les touristes japonais) n'est pas l'option la plus heureuse.
