Wenn das Reisebüro keine Tickets ausstellt und in allen anderen Fällen, erhält der Reiseteilnehmer seine Tickets entweder per Post oder, falls ein Postlauf nicht mehr sinnvoll erscheint (insbesondere bei Adressen außerhalb Deutschlands), gegen Vorlage eines gültigen Personaldokumentes und der Buchungsnummer mittels Tickethinterlegung und gegen eine einmalige Gebühr von 25 EUR am XXX-Verkaufsschalter.

Mir ist nicht ganz klar, was hier genau mit Tickethinterlegung gemeint ist.

Explanation:
Penso que se trata da reserva do bilhete. É o que acontece, por ex., qd. se marcam viagens pela Internet. Imprime-se o comprovativo que se apresenta, junto com o documento de identificação, no balcão de check-in. A "Hinterlegung" tem o sentido de que o bilhete fica lá "guardado" para o passageiro.
