esta expressão é por vezes utilizada em contratos de arrendamento. Julgo que o significado vai no sentido que lhe sugiro "telhado e fachada (ou paredes exteriores".

Para fundamentar a minha sugestão, indico-lhe a seguinte referência

"Triple-Net-Mietvertrag
Ein solcher Mietvertrag sieht vor, dass sämtliche Neben- und Betriebskosten inklusive Instandhaltungen an Dach und Fach (Fassade) vom Mieter getragen werden."
