Si no me equivoco se trata de un titular y la expresión se refiere a los impuestos financieros. En mi opinión se refiere basicamente a que el tema va a ser muy discutido debido su relevancia actual. Con expresiones como "es un tema que quema/levanta pasiones" se pierde la acción del verbo handeln que si se plasma en "foco/centr/punto de mira de las discusiones"
