Der Planungsnullfall ist ein Term aus der Wahrscheinlichkeitsrechnung, die insbesondere in den Sozialwissenschaften zum Einsatz kommt. Hierbei gebt es darum, auf der Basis der Null-Variante, die Ausgangspunkt ist und als Vergleichsmaßstab dient, die Wahrscheinlichkeit der zu erwartenden positiven und/oder negativen Auswirkungen eines Projektes zu berechnen. Da nicht die Auswirkungen, sondern der Ausgangspunkt, also der Planungsnullfall, im Vordergrund steht, würde ich folgende Übersetzung vorschlagen: sıfır vaka planı.
Ich weiß aber nicht, ob es zu diesem Begriff einen Äquivalent im Türkischen ist, bin mir also mit der Übersetzung nicht hundertprozent sicher.

Kleine Korrektur: Die Übersetzung in der Überschrift sollte natürlich "sıfır vaka planı" heißen.
