I am unsure of how to render this phrase, as I am confused by the verb. Any help is appreciated.

I agree that the sentence's syntax is somewhat off. Given the essence of what this text is trying to say, I would go for something like:

...and have room for significant expectations

or

...that leave room for signficant expectations

The first phrase links the expectations mentioned to the people working there, while the second to the education they receive. I believe you can choose based on what the rest of the text is all about.

Όσο το ξαναδιαβάζω, τόσο πιο άκαμπτο μου φαίνεται. Αν δεν είναι τόσο σημαντικό η μετάφραση να είναι κατά λέξη, θα προτιμούσα κι εγώ το bodes well απο κάτω, ή κάποιον άλλο περιφραστικό τρόπο.
