When you translate a text from Greek into English, you need to translate it in terms that an Englishman would understand, and many Englishmen would be misled by what you are suggesting.
In England and some other countries, it is not necessary to declare non-taxable income and, in fact, accountants and authorities often advise one not to do so.
You should start learning these things now that you are living in England!
In any case, since the source text specifically mentions “taxable income”, I think that it is important to include it.

Not all income is taxable, but you declare all of your income to the authorities and they decide which part of it is taxable. Hence this:

Or one might say that "voluntary disclosure of income" is enough because "undeclared" is suggested by "disclosure" and "taxable" is what the tax office determines.
