Later on I saw that even where the term appears in Wikipedia's enty on "Vocational school" (under "Netherlands") it still refers to an educational institution of the same (lower secondary) level. The cause of my initial reluctance to use the term was my mistaken impression that it typically concerns post-secondary education.
(My haste to blame...)
