It's a matter of emphasis. If you're particularly stressing the fact that there isn't a cliffhanger ending (some unresolved situation in the storyline), then you may choose to say "self-contained" or "standalone". Even in the context of a series, though, the individual episodes may form complete stories in themselves: "each episode can be broadcast as a standalone programme". As I've mentioned to Ambrose, there's the possibility of a series of self-contained programmes (programmes devoted to a particular theme): A series of self-contained programmes featuring various stalwarts from the Carry On films.
