With respect, I don't think that what you are saying is true. The first paragraph of the Greek text simply appears to say that the eventual choice of the 1000 stops and of the locations where the "intelligent" stops are to be installed will be looked into in a "controllabe study" and will be settled by the bus company during the application study.

I regret that I fail to see where the text either mentions or implies that the "intelligent stops" will be used to determine the suitability of the locations of the other 1000.

Here, it is clear from the text 'there are TWO types of ''points'''
*..1000 στάσεων και «έξυπνων» στάσεων..*. What this makes evident is that the ones of ''«έξυπνων» στάσεων'' will be used as a CONTROL to 'calibrate' or check out and compare the ''1000 ones''. So they are embarking on a Control Study of 'comparing' ONE LOT TO THE OTHER. The 'other' could be a 'select' few of the '1000 ones', although it does not say.
CONTROLLABLE STUDY is one where KNOWN PARAMETERS ARE USED to find the effect of each parameter on the subject. In other words, ONE CONTROLS and varies this parameter. Examples, in C.Engineering, is when one tries to determine at what concentration an Acid(Sulfuric acid; the ground can be full of Sulphates) steel re-bars would start corroding. One uses different KNOWN controlled OR controllable concentrations of acid to check the observable effects. Now, because these concentrations are controlled the study is A CONTROLLABLE STUDY, as against a COMPARISON/CONTROL STUDY.
