I think the whole sentence could be construed as follows.
**a cooling off period of 15 days is of the essence to the exercising of the right to action**.
That's how I understand the Greek phrase.
<άπρακτη πάροδος 15 ημερών> δηλ. 'δεν θα έχει πράξη, ή τίποτα θα (να) γίνει για 15 μέρες.
<Απαραίτητη προϋπόθεση> στα Αγγλικά νομικά το λένε ' is of the essence', or '..is a prerequisite..'
