In this case I believe "flow" does not fit the intended meaning, which IMHO refers to construction debris being swept away by rainwater, wind or other "sweeping" factors.

Asker: I agree with you on this, but I'm not sure "swept away debris" is the correct technical term (if there even is one). I couldn't find any reference to it in insurance documents I looked at. Thank you for taking the time to respond.
