Explanation:
With the absence of further context, this is the only thing I can imagine it could mean in connection to the military.
הקפצה לאירוע חבלני is probably what the Americans simply refer to as a "terror alert".
הקפצה צבאית would be military alert, although in UK/US militaries there are different levels of "alert".
