Hebrew term or phrase: הממונה
In a research establishment, there is a person in charge of project development and R&D administration. His official title is

הממונה על קידום פרוייקטים ומינהל מו"פ

I know there is a good word for הממונה but it escapes me...... Should I just use Director or is there a better word?

Director
Explanation:
You could just write "In charge of....", but as it is an official title I would use Director or one of its synonyms.
