so can we say it like this

Well, Seema ji, some points need to be explained here:
the source sentence could rather have been like- अब कहिये जो आपको कहना था ( ab kahiye jo aap ko kahnaa thaa = Now tell me whatever you wanted to say ) instead of aap kahiye ab jo aapko kahnaa thaa,..which means "Tell me what you were about to tell me right now."
You may have noticed that I have modified the source term, and this is the reason.
One more point to note is that "aapko kahnaa thaa" in this example should be better translated as "you wanted to say", not as "you had to say." In Hindi, "you had to say" would otherwise be translated as "aapko kahnaa paRaa thaa" etc.
