A mondatot valóban kissé zavarosan fogalmazták meg, "A törékeny államhatalmi berendezkedés és a politikai rendszerben rejlő kockázatok csökkentése már a csatlakozás előtt be kell, hogy következzen." A csatlakozás előfeltételeként mit is kell csökkenteni? Nyilván nem a törékeny államhatalmi berendezkedést és a politikai rendszerben rejlő kockázatokat, hanem (szerintem) az e kettőben - törékeny államhatalomban és politikai rendszerben - rejlő kockázatokat.
A kérdéses kifejezés - államhatalmi berendezkedés - ebben a szövegkörnyezetben szerintem state structure of the nation, a mondat bonyolultsága miatt viszont inkább röviden state structure. A "nation with ‘fragile’ state structure" hosszadalmasabb fordulatra is találni gyakorlati példát a közelmúltból, ld.:

Az is elképzelhető, hogy kifelejtettek egy szót: "A törékeny államhatalmi berendezkedés ERŐSÍTÉSE ..." - ez esetben a kockázatok csak a politikai rendszerre vonatkoznak, és a csökkentés ezekre ÉS az államhatalmi berendezkedés törékenységére. Tehát a csatlakozás előtt ezeknek kell bekövetkezniük: "reinforcement of the fragile state structure and mitigation of the risks..."
