For the past four years I've been working with an international organization providing assistance to POLRI. In our translations we use the term Police Registration Number. In the US NRP would be equivalent to the Badge Number. Since your question is about a Driver's License it is clear that the NRP refers to a Police officer signing the license. As Erich mentioned, NRP is also used by the TNI (military), in which case Dog Tag Number would be more appropriate.
