following gap in (residency) records Explanation: This means that the person in question had been registered at the Anagrafe of one comune but had neglected to register his/her residency in a new comune. However, at one point, he/she does re-register his/her residency, and has thus reappeared (ricomparsa) on the registry after not being able to be traced (irreperibilità) for a certain period of time. In these situations it is also possible that people have left Italy to work or live in another country for some time and have not registered with A.I.R.E. (the registry for Italians abroad). I don't think there is an expression in English that conveys the same details of such a process in Italy. I suggest gap because it implies that there was a period of time when the residency was not regular but that the situation was rectified after. Perhaps you don't need to say residency if the context is clear, as it seems to be, and I imagine you want to save some space if you're translating certificates, etc. My first source is a document on the legalities of the situation you described.
