In Italiano vi è una differenza tra 'essenziale' e 'strumentale', credo proprio, che vi sia anche in Inglese.

In questo caso si intende dire che 'l'acquisizione serve da strumento' (è funzionale) per raggiungere la licenza.
Scegliendo 'essential' forziamo il testo, tutt'al più quindi 'functional'.
