Per il biscuit: nella planetaria con la foglia lavorate la pasta di mandorle con la vaniglia, lo zucchero a velo e le uova . Con l’aiuto di un ***tarocco*** incorporate la farina setacciata con il lievito. A parte fate sciogliere il burro, aggiungetevi l’acquavite e 50 g del composto con le fragole. Amalgamate bene il tutto, quindi incorporatelo al resto del composto. Distribuitelo negli stampini e cuocete in forno a 170 °C per 25 minuti

The question is, does it have a specific name in English, or is it simply a spatula, or maybe a scraper?

It should be this.
I have found the description in Italian:

In pasticceria la spatola liscia viene chiamata tarocco mentre quella dentellata pettine.

and I understand they use it to spread cream on cakes etc.
