Explanation:
The desired oven temperature is a set value, therefore I think it's poor English to say "preheat the oven well". I would also use "bake" instead of "cook".

Halve dough and roll into 2 rounds, cover with desired toppings and bake for 12-15 minutes in an oven preheated to the maximum temperature.

agree  philgoddard: I don't think you can preheat an oven "well", and I've never heard of "on static", though that could be my ignorance. You could just say "preheat to the maximum temperature" (which surely depends on your oven).

  -> yes 'well' means not just for a couple of minutes but to maximum temp. Pizza cooks bake pizza in a static oven so the dough rises without burning. My Whirlpool oven has both static or fan assisted functions..
