eligible subjects is what I've found though not too convinced here or entities admitted to the tendering process (as in italy i believe licensing takes places through bids), help much appreciated with this

I find "those" often side-steps the problem of the generic "soggetti", However, "elegible applicants/candidates/gaming operators" would be better if the fit the bill.

Explanation:
Applicants (people, companies) have gone through an intial selection process and now the 'admitted subjects' can ask submit an online request for authorisation for the gaming platform (plus other certificates - I won't venture further with those because I am not into gaming...). They have to apply through the reserved area of the web site.
