I have put:

"Through mobility, the nation and the community of key players with an interest in this, can develop its potential to full fruition. "

Something is missing due to the use of "through", so I think this is the part I have misunderstood.

I don't think you should repeat "mobility" as the Italian does, or stay so close to the original. I suggest something like

It enables the region/nation and its community of stakeholders to achieve their full potential.

agree  Wolf Draeger: Right approach, though I'd avoid the much-abused "stakeholders" if possible (attori like acteurs can be a pain).

Explanation:
Another rendering; as Phil says in his answer, there's no need to repeat mobilità in the next sentence.

As I suspect with their French counterparts, territorio and attori do not always translate cleanly into English, so it may be more practical to sidestep them altogether while retaining the gist.
