We don't know exactly and I expect Asker will be able to verify if this is the case but I think this is the meaning and this is how I would translate it. Something, somewhere later on in the text is bound to show Asker if this is what is meant; if not, Asker had better ask the client. I don't think it is irregular attendance or participation
